Water Rights

AP has Certified Water Rights Examiners (CWREs) on staff who have completed a wide range of water rights including water rights permit applications, water rights transfers, and Claim of Beneficial Use (COBU) site reports and maps. Much of this work includes changes in points of diversion and places of use for river restoration projects throughout Oregon. Our CWREs offer clients a full service approach to water rights work. We work closely with the stakeholders and waters rights owners to create a clear line of communication with Oregon Water Resources Department (OWRD) staff to help identify the critical path items needed in the water rights process. We pay special attention to all actions needed to successfully complete the COBU process. The submittal of the COBU package is the final step in the water rights process towards perfecting a water right, the ultimate goal for our clients and stakeholders. AP has spent years worked closely with OWRD staff in Salem and also on the regional level to successfully complete a wide variety of complicated water rights projects.
